Latvia vACC briefing for organization of Transit, Inbound, Outbound and Training flights
Here are some basic things you should be aware of when flying in Latvian airspace: 

Transit flights

On initial contact, report your callsign, position and FL.

Example: “Riga Control, KLM 123, inbound EVONA, FL370”

Traffic permitting, you will typically be given a shortcut (might be omitted if your path through EVRR airspace is already straight – in this case reply might be as short as “KLM 123, radar contact” – it means to continue on present route and FL, no reply is required in this case).

Note: Riga Approach controls sector up to FL285, so if you are for example flying a turboprop from Lithuania to Estonia at FL240 through Riga TMA, do not be confused that you are asked to contact Riga Approach – it handles transits as well as arrivals and departures in Riga TMA.


Inbound flights

Instrument approach:

Typically you can expect STAR for upper sector of Riga Approach (EVRA_APP, 129.925) and vectors on lower (EVRA_B_APP, 134.850). But it might be different depending on traffic situation, ATC preferences, or pilot request.

It is also quite common practice for Approach to give shortcut directly to IAF. For example arrivals from west to runway 18 would get DCT GUDIN, be ready for that.

When you approach IAF via STAR or DCT, you will normally be given vectors to intercept ILS, but sometimes you can also just be cleared for ILS without vectors, which means “as published”, so keep that instrument approach chart handy.

Arrivals that have RIA VOR as their IAF, will almost allways be vectored to final.

Most often, the final altitude for ILS approach will be 2500 ft.

Note: if you have default scenery for EVRA it would be good to either advise ATC about it, or put a remark in your flight plan, as there are differences in ILS frequencies and ground layout. (ILS frequencies for default scenery are 110.3 for both runways).

Visual approach:

Aircraft is considered to request ATC Clearance for a visual approach if reporting “Field/lights/runway/airport in sight” or “Visual”.


Outbound flights

IFR clearances are issued by lowest available ATC unit. If ATIS is present, IFR clearance will be short, like Air Baltic 123, cleared to Tallinn via SOKVA 5E departure, squawk 4141. If ATIS not present, runway in use and QNH will also be included in the clearance.

Initial climb altitude is 4000 feet;

After takeoff, contact Riga Approach (EVRA_B_APP if present).

If Tower is online, takeoff clearance is your last communication with it. Report airborne to Approach (or Control if APP not available).
